How to Execute the (banned) "Choke Hold"

I will state up front that I feel that politicians who banned the so-called "choke hold" are idiot sticks and clearly never had to contend with controlling a person out of his mind on drugs and/or alcohol or who is a violent criminal intent on resisting arrest. I would argue that a trained police officer who executes this move will better protect himself and the perp as the struggle will be minimized.

In any case, let's look at an example of how two criminals use it and then we will discuss how to do it.
